Pingintau.id – Kementerian Komunikasi dan Informatika (Kominfo) terus melakukan pemantauan pendistribusian bantuan Set Top Box (STB) gratis untuk rumah tangga miskin ekstrem (RTM) di Bali, Sumatera Selatan-1 (Palembang) dan Kalimantan Selatan-1 (Banjarmasin).
Menjelang rencana penghentian siaran analog atau Analog Switch Off (ASO) di tiga lokasi tersebut pada 20 Maret 2023 mendatang STB sangat dibutuhkan sehingga Kominfo memberikan bantuan.
“Kominfo terus mengawasi distribusi di tiga lokasi yang akan dilakukan ASO tersebut dengan baik,” ujar Direktur Jenderal Informasi dan Komunikasi Publik (Dirjen IKP) Kominfo, Usman Kansong, dalam dalam Konferensi Pers Media Sustainability dan Publisher Right di Jakarta pada Rabu (15/2/2023).
Dirjen IKP Kominfo menegaskan pemerintah, melalui Kominfo, mendukung rencana LPS (Lembaga Penyiaran Swasta) yang akan melaksanakan ASO di tiga lokasi tersebut.
Tetapi, migrasi siaran televisi digital ini harus dilakukan dengan catatan distribusi bantuan STB gratis untuk masyarakat miskin sudah berlangsung dengan baik, atau jumlahnya mencapai 80-90 persen dari total RTM.
“Kalau tidak, nanti Kominfo mungkin akan memberi catatan seperti kemarin sempat mau ASO bulan Januari bahkan, itu kan kita tidak izinkan. Kira-kira begitu karena distribusi STBnya masih dibawah 10 persen, (bahkan hanya) 5,6 persen waktu itu,” ungkap Usman Kansong.
Menurut Dirjen IKP Kominfo, pihaknya melihat ada perkembangan yang bagus dalam distribusi bantuan STB untuk masyarakat miskin di luar Pulau Jawa, khususnya di Bali, Palembang dan Banjarmasin.
Sedangkan target distribusi bantuan STB untuk RTM di Pulau Jawa dipastikan sudah tercapai seluruhnya, yang ditandai dengan telah dilaksanakannya ASO.
Dia juga menegaskan bahwa pemerintah ingin agar pelaksanaan ASO merata nasional segera direalisasikan, dengan menyelesaikan kewajiban mendistribusikan satu juta bantuan STB ke RTM.
“Distribusi STB itu kan kewajibannya LPS, pemerintah sudah menjalani kewajibannya satu juta STB yang menjadi kewajiban pemerintah sudah terdistribusikan seluruhnya. Tinggal LPS, karena salah satu ukuran bisa ASO atau tidak itu adalah distribusi STB untuk masyarakat miskin,” jelas Dirjen IKP.
Sebelumnya, Survei Nielsen Indonesia mencatat, penetrasi Televisi Digital Terestrial (DTT) di enam kota yang sudah terdampak penghentian siaran analog atau Analog Switch Off (ASO), mengalami kenaikan terhitung 1 Februari 2023. Keenamnya adalah geater Jakarta, Bandung, Greater Yogyakarta, Semarang, Surakarta, dan Surabaya.
“Perkembangan Penetrasi DTT atau Digital di enam Kota yang Sudah Terdampak ASO Dengan terjadinya ASO di Greater Jakarta, Bandung, Greater Yogyakarta, Semarang, Surakarta, dan Greater Surabaya menyebabkan kenaikan penetrasi secara signifikan,” kata Nielsen melalui rilisnya, Kamis (2/2/2023).
Lembaga survey internasional tersebut menungkapkan, rincian penetrasi digital di Greater Jakarta naik dari 82 persen pada 1 Januari 2023 menjadi 89 persen per 1 Februari 2023. Kemudian Bandung naik dari 82 persen pada 1 Januari 2023 menjadi 93 persen per 1 Februari 2023. Greater Yogyakarta naik dari 77 persen pada 1 januari 2023 menjadi 87 persen per 1 Februari 2023. Semarang naik dari 87 persen pada 1 Januari 2023 menjadi 93 persen per 1 Februari 2023. Surakarta naik dari 87 persen pada 1 Januari 2023 menjadi 95 persen per 1 Februari 2023, dan Greater Surabaya naik dari 53 persen pada 1 Januari 2023 menjadi 71 persen per 1 Februari 2023.
Kenaikan penetrasi digital paling tinggi tercatat terjadi di kota Surabaya, yakni mencapai 18 persen. Sedangkan kenaikan penetrasi digital paling rendah berada di kota Semarang yakni sebanyak lima persen.
Sedangkan prosentase penetrasi digital tertinggi dicatat berada di kota Surakarta yang mencapai 95 persen, disusul Bandung, Semarang, Greater Jakarta, Greater Yogyakarta dan Surabaya.
Populasi TV di kota terdampak ASO, termasuk rumah tangga FTA (free to air) dan Pay TV (TV Berbayar) per 1 Februari 2023 tercatat paling banyak berada Kota Greater Jakarta sebanyak 31.454.506 unit, disusul Surabaya 6.887.652 unit, Greater Yogyakarta 2.263.572 unit, Bandung 2.182.832 unit, Semarang 1.579.111, dan Surakarta 456.804.
Nielsen Indonesia juga mencatat tidak ada kenaikan signifikan penetrasi digital di lima kota yang belum terdampak ASO, yakni Greater Denpasar, Makassar, Palembang, Medan, dan Banjarmasin.InfoPublik (***)
