Pingintau.id- Menteri Dalam Negeri (Mendagri) M.Tito Karnavian mengimbau seluruh kepala daerah untuk memanfaatkan kapasitas keuangan pemerintah daerah (pemda) yang sudah ada untuk penanganan COVID-19, tanpa harus menunggu dari pemerintah pusat.
“Kalau apa-apa menunggu dari pusat saya kira akan lambat karena pusat memikirkan semua daerah. Daerah juga memiliki kapasitas keuangan yang bisa dimanfaatkan,” kata Mendagri dalam keterangan video yang diterima pada Jumat (23/7/2021).
Hal itu disampaikan Mendagrj saat mendampingi Wakil Presiden Ma’ruf Amin dalam rapat pengarahan penanganan COVID-19 di Provinsi Jawa Barat melalui konferensi video dari Jakarta, Kamis (22/7/2021).
Mendagri menuturkan beban pandemi COVID-19 yang sedang dialami seluruh daerah di Indonesia, dapat ditanggung bersama antara pemerintah pusat dan daerah.
Menurutnya, Pemda Jawa Barat juga dapat menggunakan anggaran daerah untuk penguatan kapasitas kesehatan dalam penanganan pandemi COVID-19.
“Anggaran, baik untuk penguatan kapasitas kesehatan kemudian termasuk obat-obatan, ini sebetulnya dapat digunakan anggaran-anggaran dari daerah juga. Jadi kita bagi beban, sharing burden,” ujar Mendagri.
Sementara itu, Gubernur Jawa Barat Ridwan Kamil mengatakan pihaknya telah melakukan evaluasi terkait penyerapan anggaran penanganan pandemi COVID-19.
“Kemarin juga kami mendapat ‘surat cinta’ dari Pak Mendagri, sudah kami evaluasi, Pak Mendagri,” kata Ridwan.
Ridwan mengatakan pihaknya telah menyiapkan dana untuk kapasitas kesehatan di Jawa Barat. Namun, banyak rumah sakit yang terlambat mengajukan permintaan pembayaran pelayanan kesehatan.
“Mayoritas itu karena rumah sakit-rumah sakitnya itu tidak mengajukan, rumah sakit telat, Pak. Sudah saya tegur juga,” tambahnya.
Lambannya pihak rumah sakit dan fasilitas kesehatan (faskes) yang mengajukan tagihan pembayaran untuk kasus COVID-19 tersebut menyebabkan penyerapan anggaran kesehatan Pemda Jabar belum mencapai target.
“Jadi uang kita itu standby tapi kami tidak bisa mencairkan kalau rumah sakitnya tidak meminta. Sehingga yang tadinya target dari Kemendagri ke atas 50 persen, ini terpenuhi kurang lebih baru 34 persen,” ujar Ridwan Kamil.
Jawa Barat termasuk satu dari 19 gubernur yang mendapatkan surat teguran dari Mendagri karena pemda kurang cepat dalam menyerap anggaran terkait penanganan COVID-19.
Selain Jabar, provinsi yang mendapat surat teguran Kemendagri ialah Nanggroe Aceh Darussalam, Sumatera Barat, Kepulauan Riau, Sumatera Selatan, Bengkulu, Bangka Belitung, Yogyakarta, Bali, Nusa Tenggara Barat, Kalimantan Barat, Kalimantan Tengah, Sulawesi Selatan, Sulawesi Tengah, Sulawesi Utara, Gorontalo, Maluku, Maluku Utara dan Papua.[***]
