Pingintau.id – Pemerintah berupaya maksimal mencegah meluasnya penularan selama masa libur lebaran Idul Adha 1442 H dalam periode 18 – 25 Juli 2021.
Juru Bicara Satgas Penanganan COVID-19 Prof Wiku Adisasmito menyebut ada 5 cakupan kebijakan dalam pembatasan berdasarkan Surat Edaran Satgas Penanganan COVID-19 No. 15 Tahun 2021 tentang Pembatasan Aktivitas Masyarakat selama Libur Hari Raya Idul Adha 1442 H dalam Masa Pandemi COVID-19.
Kelima cakupan tersebut diantaranya, pembatasan mobilitas masyarakat, pembatasan kegiatan peribadatan pada hari raya Idul Adha 1442 H, pembatasan kegiatan silaturahmi oleh masyarakat, pembatasan kegiatan di tempat wisata dan sosialisasi pembatasan aktivitas masyarakat.
“Mohon bagi pemerintah daerah untuk dapat bekerjasama yang baik dengan sektor terkait secara langsung atau tidak dalam implementasi kebijakan,” Wiku dalam Keterangan Pers secara daring, Sabtu (17/7/2021) yang disiarkan kanal YouTube Sekretariat Presiden.
Adapun cakupan pertama , pelarangan sementara mobilitas masyarakat diberlakukan pada seluruh bentuk perjalanan orang keluar daerah. Namun terdapat beberapa pihak yang dikecualikan. Diantaranya, pekerja sektor esensial dan kritikal serta perorangan dengan keperluan mendesak seperti pasien sakit keras, ibu hamil (maks. 1 pendamping), kepentingan bersalin (maks. 2 pendamping), pengantar jenazah non-COVID-19 (maks. 5 pendamping).
Untuk pekerja sektor esensial dan kritikal, wajib menunjukkan Surat Tanda Registrasi Pekerja (STRP) atau surat keterangan lainnya yang diberlakukan untuk semua moda transportasi. Dan bagi perorangan dengan keperluan mendesak juga wajib menunjukkan surat keterangan dari Pemda setempat.
Sementara bagi yang melakukan perjalanan dari dan ke daerah pulau Jawa-Bali wajib menunjukkan sertifikat vaksinasi (minimal dosis pertama), wajib PCR 2 x 24 jam (udara) , hasil tes negatif RT-PCR atau Rapid Test Antigen 2 x 24 jam (selain udara). Dan hasil tes negatif berlaku bagi perjalanan dari dan ke daerah di Pulau Jawa – Bali dan perjalanan dari dan ke daerah di luar Pulau Jawa – Bali.
Namun, khusus dokumen sertifikat vaksinasi dikecualikan bagi kendaraan logistik dan perjalanan orang dengan keperluan mendesak. Sedangkan untuk pelaku perjalanan berusia dibawah 18 tahun dibatasi untuk sementara waktu dengan kata lain dilarang.
Kedua , pembatasan kegiatan peribadatan ditiadakan untuk daerah yang menerapkan PPKM Darurat, PPKM Mikro diperketat dan wilayah non-PPKM Darurat yang masuk zona merah dan oranye. “Ditiadakan terlebih dahulu dan dikerjakan di rumah masing-masing,” jelasnya.
Sedangkan untuk daerah lain yang tidak masuk kategori dimaksud, maka dapat melakukan kegiatan peribadatan berjamaah dengan kapasitas maksimal rumah ibadah sebesar 30% dengan protokol kesehatan yang ketat.
Ketiga , pembatasan silaturahmi oleh masyarakat dapat dilakukan secara virtual. Untuk mengurangi penularan baik dari kerabat jauh maupun dekat. Dalam hal ini optimalisasi fungsi Posko desa/kelurahan akan berdampak besar dengan menegakkan aturan dilapangan dengan tegas sesuai Sanki yang berlaku.
Keempat, pembatasan aktivitas di tempat wisata. Dilakukan penutupan seluruh empat wisata yang berada di Pulau Jawa-Bali serta wilayah yang menjalankan kebijakan PPKM diperketat. Sedangkan daerah lain yang tidak masuk kategori tersebut, dapat tetap beroperasi dengan kapasitas maksimal 25% dengan penerapan protokol kesehatan yang ketat.
Kelima. sosialisasi pembatasan aktivitas masyarakat. Dan tidak terbatas pada tokoh/pemuka agama dan tokoh masyarakat, kepala desa/lurah/walinagari, pimpinan perusahaan/pemberi kerja dan media massa.
Selain itu, produk hukum yang sudah ada perlu ditindaklanjuti oleh pemerintah daerah sebagai dasar penegakan hukum di lapangan secara konkrit. Pemantauan pengendalian dan evaluasi kebijakan pemerintah akan terus mengupayakan koordinasi antar pusat dan daerah dan dilakukan melalui pencatatan dan pelaporan yang aktual.
Pemerintah daerah untuk berkoordinasi yang baik dengan sektor terkait. Baik secara langsung atau tidak dalam mengimplementasikan kebijakan seperti lembaga pemerintahan, lembaga swasta, instansi penegakan dan pendisiplinan masyarakat dan otoritas penyelenggara transportasi maupun unsur masyarakat yang lain. “Pastikan semua saling mendukung dan menjalankan perannya masing-masing,” tegas Wiku.
